12 week old springer spaniel puppy pees every 2 minutes?

hi i have a 12 week old male springer puppy, he is peeing all the time, it seems to me that he doesnt even realize that he is peeing, like when he is playing. When i watch him outside it also seems that he does not releave completly. He had even peed today where his food bowl is, i am aware that he is not housebroken completly but tonight he even peed in our bed. He usually wakes me up. He pees wherever he is. I put him today in his crate when i went somewhere, i came back after 2 hours, lifted him up and he was fighting to go down, i put him down and he peed right on the concrete, where i let him down. When he pees in the house i grab him and put him outside and he pees there again, sometimes he pees every 2 minutes. he does not drink too much. I went to the vet a week ago for his second shots and i told him than that gizmo pees alot, he stated it could be a behaviour problem. Since than it worsens and he does poopoo outside without a problem. Does anyone please know what to do?
